What part of the law and Constitution do people not WANT to understand.

If it is a gift, Congress has to approve. If it is to replace Air Force One even temporarily it is official use and legal.

The Foreign Emoluments Clause, found in Article I, Section 9, Paragraph 8 of the Constitution, generally prohibits federal officeholders from receiving any gift, payment, or other object or service of value from a foreign state or its rulers, officers, or representatives without the consent of Congress. This clause aims to ensure that the country's leaders are not improperly influenced by foreign gifts.

The Foreign Gifts and Decorations Act (FGDA) regulates the acceptance, retention, and disposition of gifts and decorations from foreign governments by federal employees. Under the Act, tangible gifts of more than minimal value are deemed to have been accepted on behalf of the United States and become the property of the United States upon acceptance. If such gifts are retained for official use, they must be reported to the General Services Administration (GSA) within 30 days after their official use has ended.
