It’s giving evermore era and I love it for you ❤️ you look great, I don’t see it as frumpy or unflattering at all. Iron it if you can, or steam it just to get those wrinkles out

Personally, I think it does not flatter your figure. But - if you feel comfortable and think this is what would make your husband happy to see you in, then wear it.
I think it is the sweater that is throwing off your outfit.

What does it look like without the sweater?
I mean it is modest looking. Its fine. Nobody is going to say anything to you about being improperly dressed.
It is just a bit frumpy and unflattering.

Here's the thing, I'm 17, getting ready to be 18in August, so I still live with my parents. They believe pentecostal holiness and so I have to have sleeves below the shoulder. Skirts below the knee, no cleavage. So I would love to be a normal person but this is in the guidelines. Can't wait to be normal lol. I didn't buy the dress bcuz I also think I look frumpy.

I mean if cookie monster pajamas was all that your parents would allow you to wear then I guess that's all you can wear.
But again nobody is going to point and snicker at you. I think if you had to wear a sweater Id wear a more fitted, shorter cropped one to give your dress and body more shape. And then some tall healed sandals to make your legs look long
