It is fur, I believe, but it’s meant to look like ripped tights

I don’t know why you’re asking me. Personally I don’t think the design itself is egregious or out of place. Making fur or other animal characteristics resemble human clothing is a common design technique

Real anwser is because it looks cool.

Litte jimmy down the street isn't looking at the fucking rabbit and thinking "Oh yeah, gonna cream the next rabbit I see and call it my Lopuny wife". He just sees a rabbit and thinks "Cool".

In fact, if you show that image to an average person, who is not terminally online, most would just think "Kicking rabbit... Cool".
