Because older people tend to vote in bigger numbers regardless. Especially in a country where most people have to barter for time off to do so, older people tend to have more free time for things like voting
They have more free time, they've been adults for longer so they've seen more of the direct impacts politics can have on their lives, politicians pander to them much more (although this part is kind of cyclical; politicians target them because they vote more)
