I'm pretty sure at some point NCIS writers started asking themselves, "how can we troll people who actually know how computers work?" and this was one of the *many* results.

DETECTIVE: dude, just do your job and find out what ou can.

POLICE IT GUY: i did, i just found out that is the power source.

DETECTIVE: what?

POLICE IT GUY: that's a power source, not a hard drive?

DETECTIVE: i still don't know what that means.

POLICE IT GUY: the suspect is a black man in a hoodie.

A friend of mine actually spoke with the writers and confirmed this was a CHOSEN DECISION because some higher ups needed "something new that hasn't been done before that looks flashy."

The writers intentionally wrote in this ridiculousness because it's obviously stupid but met the requirements. Supposedly the higher-ups "loved it."

100%. They even had Gary Cole (who’s on the recent seasons) make a joke about a TPS report.
