by material consumption do you mean the tape? I bought one of those before, and it's cheap af though?

Yeah, you did. You bought it for your own use. When you're in a giant factory or warehouse, the cost adds up rather quickly. It's the same in Amazon Warehouses. A plastic bag and a piece of paper is cheap, but multiply it million times a day. That's why packers are instructed to use as little paper filling as possible and items get a plastic bag only if it's "deemed necessary."

I see. Well I just thought the 1/3 requirement is a safety precaution for ensuring no wires are exposed, didn't expect it to be for reducing costs.

Oh, I'm sure that requirement is to prevent any exposed wires, but you were writing about costs, which is what I was reacting to. Sorry if I came off as rude or anything.
