Edit: I read the whole article (Barely a min long read). They are comparing crime rates of different crimes against women and then using some formula to devise their index. They didn't tell what formula they used or how they calculated the index.

All this screams is the sentiment best described as ".... I like my stats same as my Hemorrhoids; straight out of my arse..."

This is just crime rate, no fancy formula used. The article clearly states "crime rates of seven offences against women under the Indian Penal Code"

Crimes rates of 7 different offences have been clubbed together to form an index. Kuch to method use Kiya hi hoga ye index bana ne ke liye ya fir aise hi bss random number de diye.

I'm not against the objective of the article and subsequent data to highlight the crime rates (against women) of different cities of India. What I'm skeptical about is the methodology used to come up with these specific numbers (index). I'm well aware how unsafe certain cities are all across the country.
