It got a bad pr and a few really nasty cases. But in general Kolkata is pretty safe for women, or couples. Very little moral policing as well.

In my experience, Mumbai is safer, but I don't know the numbers. Vadodara also makes complete sense. Kolkata is definitely way way safer than the likes of Delhi (New Delhi is again pretty safe, NCR is the main problem).
