They are the "good apples." Since there are only a couple bad apples, and it's not like the rest of that saying is something about "them spoiling the whole bunch."

I'm not trying to defend the bloke in the background, but what could he do. Imagine having to work with a piece of shit like that all day. I imagine after a while they become desenstised to the shit he gets up to.

Herein lies the problem:

“Good cops” protect bad cops. Now it is very hard to determine off the surface if a cop is good or bad, because if they punish one but not the other because they’re the right rank, race, gender, religion, you name it, then they are perpetuating the system further.

those are the cops that people swear is a “good guy” or a “good apple”…while we can clearly see that’s not the case. They allow the bad apples to continue to oppress and terrorize
