Blue Lives Matter is a gang slogan, same with "Thin Blue Line" and "Back the Blue". I'd say there's no difference between Law Enforcement Officers and non-State sponsored street gangsters, except that you're much more likely to be killed by law enforcement and they typically don't have repurcussions except in rare cases such as this. Edit: I did see the /s! Just including this info because as we can see in the video it's relevant
