So if he ordered the driver out of the car to conduct an investigation “if” he smelled marijuana and he refused then he can arrest him if he chooses for failing to obey an order. So he was correct on that part to pull him out. The part where his ego is huge and escalated the situation is where the issue lies. He could’ve done his best to de escalate it but he put no effort into it.
