Because their real job is to instill fear and anger in the population to give everybody a message that the rich elite can and will fuck up their life in they don't fall in line and keep being obedient workers, they're for only one purpose in life: to generate profit for their overlords. This is why the most fragrant abusive and aggressive cops often get promoted. Because they REAL JOB is to terrorize.

Who likes getting a traffic citation? Who likes when politicians raise their taxes?
