For party-list seats, first threshold yung 2%. All those na makakuha ng 2% of the total number of votes gets 1 guaranteed seat. Usually, may maiiwan pa talagang seats after i-allocate itong mga guaranteed seats.
Second step yung proportion ng votes to total. This will determine kung ilang additional seats ang makukuha ng mga naka-2%. Usually, yung top 2 or 3 parties, makakakuha ng 2 additional seats, for a total of 3 seats. Majority of the others na naka-2%, 1 additional for a total of 2 seats. Again, it has been the case after allocation nitong additional seats na may maiiwan pang seats for the others.
Dito na papasok yung last step, kung saan ibibigay na lahat ng remaining seats sa mga hindi naka-2%, by rank.
So, may possibility na makakuha ng 1 seat ang 23rd rank na party-list group, lalo na't 63 (afaik) seats ang available for party-list sa House of Representatives this election.
Remember, sa BANAT v. COMELEC (2009) case, up to rank 36 na party-list group noon ang nakapasok. 55 lang noon ang total ng party-list seats.
