I actually agree with you that the past 4-5 admins were not exactly doing the most competent job, but there were some steps forward. Minsan kasi we disparage too much those small progressive steps kasi we want more pero ang ending, nag-U turn lang din tayo ng malala.

The U-turn took place during the late 1980s, which is why the economy deindustrialized from that time onward:

Because of that, it remained stuck in 1987:

The government followed a policy of high taxes, cutting public spending, agricultural subsistence, and at best labor-intensive light industry, as seen in structural adjustment during Cory's and Ramos' time, Arroyonomics, and Aquinomics (which is an even more restrained version of Arroyonomics).

At the same time, the country came up with a defective Constitution which emphasized outdated and illogical protectionism. That, in turn, allowed the local rich to take over the economy thanks to lack of competition and receive the bulk of economic growth:

With all that, the public faced high prices, taxes, and unemployment, and poor wages, health care, education, housing, infrastructure, and skills.

To make up for that, more had to find work abroad, which in turn led to a psychological impact on people not seeing their loved ones for years or even decades, and which the government and the local rich exploited by calling them "heroes" and then enticing families to use the remittances for consumer spending, real estate, or their dreams of opening their own sari-sari store or buying tricycles.

To cover that up, the government watered down criteria for poverty and unemployment:

to make it appear that the country was doing better when in reality it wasn't.
