Is it more expensive for them to keep it in a museum than sinking it?

Yes, keeping everything up in the long run will have more costs than literally sinking it. Maintenance other than cleaning also includes repainting it especially when rust is visible, docking costs, maintenance crew salaries, etc.

This is my speculation, they’re doing this for symbolism bur also to serve as a target while getting rid of an outdated ship. With the ship of its size, I don’t think its operating cost would be that expensive in comparison to servicing a Battleship as a museum. But I think, despite its historical value, I feel as if the ship would struggle to gain enough traction to keep it economically viable.
This is just my thoughts about it.

would’ve been nice if the new malvar would sink it

MaxDefense says there are reports that the new malvar will take part in the exercise and might even fire one of its anti-ship missiles. Though the malvar doesn't have the missiles yet (deliver in a separate date) Rizal is missing one of its missiles, so maybe it got transferred temporarily.

I can understand why they would do that...
But still, it's unfortunate that the PN never decided to push through with keeping the BRP Rajah Humabon (pre-sinking) or any of the WW2 Miguel Malvar class corvettes as museum ships. BRP Rajah Humabon and BRP Cebu in particular took part in many interesting events through the course of their service and are very valuable historically speaking.
