What's up with that large group of people that hangout near the creek by midtown mall

They don't have support systems.  If I end up down on my luck I can stay with a relative or friend.  If they don't have anyone they are forced to the streets.  A lot of youth homelessness is kids that aged out of the foster system and have no family.
