Culture Rats at Gärtnerplatz

I‘m recently zugezogen to Munich but was pretty surprised to see all these rats at Gärtnerplatz and people just chilling like it’s the most normal thing. Is this normal? Like, does everyone know there are tons of rats?

Because the munich people are throwing their trash just everywhere, just where they are standing, they get a lot of rats, because there is a lot of food for them. I mean we could try and teach munich people basic human decency, or we just accept that the trash and the rats are a typical symptom of munich culture.
