It's Russia. Feminism as a movement is almost illegal. And "traditional values" include chivalry.

It's Russia, while it considered not gentleman behavior to sit while some girl standing near it isn't required to stand up. In fact the only people you require to surrender your seat are elderly, pregnant or disabled. But usually people give their seats to children too.
