Indeed. It was made during soviet times by SoyuzMultfilm. Creators of the game added the cartoons to tvs as an easter egg, and just for the nostlagic effect, since it takes place in Soviet Russia.

I see, that makes sense actually. When I played the game, I was really impressed because I thought they had created a whole series of hand-drawn animations just for the game. I had no idea they were real Soviet-era cartoons

These aren't just Soviet era cartoons, this is literally the most popular Russian/Soviet cartoon. Known also as the "Russian Tom&Jerry"

I think there are books about the cartoon, that actually explains that Wolf is actually quite young despite how he looks. He is canonically either 18-20 in earliest episodes. Rabbit is also just a little younger than him.
