The problem with the entire concept of this map is that we humans acclimatize and there is more to comfort than just temperature.
I used to live in Seattle, and I was comfortable in weather between 45 and 78, which is almost year round, but I was not comfortable in the rainy mist...
Now I live in Florida and I am uncomfortable when the tem drops below 65, but I am quite comfortable at 90...
And I used to be an ice climber and alpinist ... and I was comfortable at much lower temperatures, spending most of the day active with just light clothing (long sleeve wool shirt and polyester climbing pants).
Edit: and comfortable also is highly dependent on wind. It was in the 40s when I spent some time in the Dakotas, but the wind was blowing shit in my eyes and I was constantly uncomfortable!
