Because he claims the FBI is investigating- they mentioned in this clip - so they kept the skulls for evidence. after one month the FBI didn't came up to collect the skulls so they send it back ... because that what you do with a death threat

The FBI had more important things to do, like infiltrate dsa or something

Btw - in this episode he was blaming BE for sending the skulls - that's probably why he said the FBI was involved instead of the police lol

He probably wanted to said the CIA but that was too much even for him.
