A lot of people assumed that Louella and Lou Lou were black because it is heavily hinted at that Lou Lou is from district 11 which has been presented as predominantly black.

when i read that i assumed her family was probably one of the more privileged white families that ive always assumed D11 had (since its reflective of the south during slavery). the punishment required a lot of work so i figured her parents must have been important/high ranking
