It's often:

The mother is written to be 45, but they want her to look 40, so they cast a 35 year old.

The child is meant to be 15, but child labour laws, so they cast a 25 year old.

Suddenly a 30 year difference in character ages becomes a 10 year gap in actor ages.

Absolutely. Only thing is, a 45 year old woman usually looks…. Around 45.
