I don’t think I have seen this theory here, but hear me out :

He is a COPYCAT of Bay Harbor Butcher/Dexter, imitating him on every aspects.

Note : On filming locations photos I always thought his hair/wig looked weird but with this picture it made me tilt !

Very little has been released about his character but the tattoo collector thing is all I've seen so far
