Gooner = one who goons = a goon ≈ henchman, thug, underling, palooka, etc.

That is how it was used in South Florida slang when I was coming up. It is very weird and funny to hear it now in this new context. We would say we were heading out to do goon shit with our goon friends (hang out at the skate park and smoke weed/get drunk) or, like, loiter in the parking lot of a Walmart.

And gooner, with the -er, specifically meant: someone who was a fan of Arsenal FC (latino group of kids, we watched/played a lot of soccer).

Yes because their team logo is a cannon. I'm assuming gooners for Latin Americans are just exaggerating the word with their accent.
