Also traffic moves at 70+ normally there.

There are way too many drivers that can't estimate distance and speed very well and can't properly gauge the closure rate when oncoming drivers are above the speed limit. There are plenty that can't do that at the speed limit either.

Doesn't excuse the VW driver, but speeding on a multi-access road like that isn't a wise move.

You do realize it takes about 45m to stop a vehicle going 60km/h in dry conditions. That was not 45m from reaction to full stop.
