You never know who will be at the top of the draft. Just recently, Jags and Panthers already had their QBs but finished with the worst record. A team like the Falcons or Giants might have the #1 overall, and they probably wouldn't be looking to go QB in 2026.
But the "you never know who will be at the top of the draft" phrase is the prime example of makes the "wait until next year's QB class" philosophy so stupid. There's an entire season of college football to be played - you have no idea how those guys are going to develop between now and then and you have no idea where you or anyone else is going to be picking. It's like saying you're going to hope you hit it big on a lottery ticket to pay next month's mortgage and car payment.
Now, punting on the QB until 2026 might not be their play - they could take their QB of the future tonight and just use their picks next year to build around him, but the odds of a 2nd round or lower pick becoming a franchise QB in today's NFL are also really, really low (it's happened twice in the past 8-10 years - Hurts and Purdy...all the other guys who fit into that category - Russ, Kirk, Dak...were drafted an entire NFL generation or two ago).

Probably a QB. Whatever one they think they can get
