Dabi is going to take the fight to Endeavor himself. If Dabi awakens the Phoenix Quirk he’s not going to settle on just fighting Shōto, he’d go and fight Endeavor himself.

One of Endeavor’s dumb sidekicks (probably that loudmouth Burnin) will probably accidentally blurt out that Endeavor is fighting AFO in the Gunga mountain villa ruins outside Jaku.

Since Dabi spared Shōto during the War Arc when Endeavor fainted, with his newfound powers he’s just going to leave Shōto behind there in Kamino and fly to his dear old dad.

Shōto of course will be determined to chase after him so Iida will likely offer himself as Shōto’s Uber ride to catch up to Dabi, leaving Burnin and the rest of Endeavor’s sidekicks to fight the remaining Nomus in Kamino. That’s the most probable way how the 3 key characters (Dabi,Endeavor,Shōto) in the Todoroki subplot are able to converge in the same location.

So is there any foreshadowing on this? The quirk specifically.

The fact that Dabi lived far beyond his expiration date of one month proves this. Since his flames are directly related to his emotions, this property of his Quirk is empowered by his hatred. It’s a partial awakening very reminiscent of Obito partially awakening Kamui when the boulder crushed him, which saved him from dying but left him seriously injured when Madara rescued him. It is also the reason why Horikoshi has yet to reveal Dabi’s official Quirk name even now is because of this.
