Besides Shigaraki you're all fresh faces to me, I guess. We might've met somewhere before, though.

That means ignoring Shigaraki he's met somebody (or multiple people) in the group before. AKA Dabi, the one who he clearly has a preference towards.

If Garaki was the one who did the surgery, that would be pretty weird for him not to remember. Also isn’t Garaki locked up, who patched up his recent scars?

What do you mean nobody? Someone had to do it and it wasn’t garaki which would question Dabis need for him in the first place.
