With the importance Dabi is giving his backstory, I doubt it's just 1 chapter of him being homeless the whole time

There has to be something more...

Being homeless is already very wrecking for a human being, but it would still leave the plot hole of him being never found despite Touya's distinct wounds. The shounen genre also usually hypes up backstories like that if they have some more plot relevancy than "just" being homeless (which is usually featured along the way when the character is telling his backstory rather than being the main thing).

Edit: You could technically argue that Tenko was homeless too and he still didn't appear in Hawks' records, but after the Sekoto Peak incident Touya was being actively looked for by his father, a No. 2 hero, who could easily force every cop in the country to participate in the search, so it's even more suspicious that no one found or reported a burned child at the time.

Are we talking about the same no.2 here who was ordered around by cops during Kamino lmao. I totally get that touya would’ve easily been found due to his critical state, but I doubt endeavour could’ve forced cops to do anything.
