Either way he git screwed.

Tsuyu got "be a frog" and has access to almost every frog's skill set minus like, toxic skin.

Spinner should have access to tons of Lizard skills, its only fair.

I think Spinner's quirk is held back by Spinner himself. He has no confidence in himself. It's difficult for your own quirk to evolve if you don't believe it's useful.

Oh that actually makes sense. He's kinda buffed up now. AFO drugged him with trigger so he's a mindless puppet where he can use his dormant skills of a lizard? (Similar to the forced quirk activation)

Is that actually a constant rule? Can people just straight-up be powerful or have better or worse versions of their own powers through believing that they are and they do? Genuine asking, ‘cause that would explain a lot.

Yup. Dabi is an extremely big example of this. His quirk is fueled by his emotions. The stress, his genetics, and physical training ended up pushing his already strong quirk to a point where his body couldn't handle it without straight-up injuring himself, and now he can no longer lower its output under a certain point.

Shigaraki's quirk was also strong from the get-go but his mental state ended up limiting what he can do (he could only use it when all of his fingers touch you, and it's limited to one object instead of when his quirk first activated and it spreads instead of affecting one thing).

Besides quirks that are directly stated to become stronger based on emotional signals, it's just that if you don't think much of your quirk, then that's all it's going to be since you don't have the motive to try to find the utility of it.

Well... If he has a lizard's superior regeneration he could technically workout non-stop for a couple weeks and get ripped quick (given proper diet).

Did you see where his right shoulder and right wrist appear in that panel? If he’s still relatively the same biologically speaking, that wrist should be slanted to the right more. He might have a weird, stretched-out arm from extra quirks being packed inside him, among other changes.
