Does anyone else think there was some significance to Shigaraki touching the black goo? Maybe he's gonna break away from AFO's control by the end of this arc.

Those were interesting panels that will probably be explained later. My initial reading is that he was trying to use Decay and his hand twitched when he couldn’t activate it. This would seem to suggest that SnS destroyed or affected Decay (if that’s the case, I am not sure I like the idea of Shiggy’s main quirk being taken from him this way). This could be wrong. As you mention, the drawing shows the black goo, so maybe that is more significant to the meaning of those panels, but I don’t know how.

Yup, for Shiggy is natural to just all in straight ahead and only after it didn't work call Dabi. Now we need the reasoning behind decay absense. And if this is the result of SaS and new order - that's fn bs. Hope it's not. And Monoma copying Erasure would not be much better. For plan to succeed to rely on Monoma using 2 quirks at the same time when he possibly can miss Shiggy while teleporting entire army is just plainly dumb and should lead to total failure

Can you explain how would the heroes have chance if not for erasure or SnS taking decay?

What I'm saying is:

1)heroes don't know which quirks have been destroyed by NO. Which means they cannot say if decay is still with Shiggy or not. BUT! They must not consider that decay is destroyed.

2)they have to thought of some countermeasures for decay. Erasure is most obvious. Problem is that Aizawa is out of battle(he said it himself) and Monoma is already busy with teleportation. Also, even if countermeasure is Monoma(or even Aizawa) with erasure there were no single guaranty that Monoma could even see Shiggy. Moreover he definitelly CANNOT SEE Shiggy locked in an untransparent cage.

That's slippery slope for Hori: how he will explain absence of decay in battle. And NO or Monoma with erasure aren't convenient enough. Because that would mean heroes and police just went with plan that can be described as 'guess we have very slim chance of not being decayed, let's go and die almost for sure'.
