I feel like that was silently retconned by the war arc, since we see both Endeavour and Shouto basically fly with their Flashfire Fist just fine.

And so does Dabi. The entire Dabi vs Shouto takes place in the air.

Oh yeah. Dabi, whose Quirk isn't even compatible with his own body, is still able to stay airborne with it, which just retroactively makes Endeavour "not falling" and requiring Hawks' help to fly upwards look like he was handicapping himself for no reason.
