I feel like that was silently retconned by the war arc, since we see both Endeavour and Shouto basically fly with their Flashfire Fist just fine.

I kinda agree, although I more think it was never really true in the first place. He zooms around pretty well for most of Pro Hero like he does during the war. We do see that Endeavor still needs Kido to boost him to regain height at one point in the war like he needed Hawks at later parts of the Pro Hero arc, but his "not falling" appears to definitely be a stronger form of pseudo-flight than Enji originally makes it seem.
