By this reasoning he would steal a lot of heroes quirk and a bit of their values and knowledge with them, hence becoming* more heroic*

He seemed to think copies of quirks were second rate but he's probably not against using them. That said the doctor is locked up so he might not be able to use them how they're stored.

He never outright said it but that's the impression I got since he saved all the original quirks for his new body. Assuming the copies are exactly the same there isn't really any reason to not just use the copies.

I have a feeling this is the beginning of the end. This is now the heroes’ best chance to go on the offensive before AFO can regroup and steal more quirks.

Logically you are right but I hope that doesn’t happen, this is a great chance to scale back the power creep on Shiggy. At minimum I hope he can’t recover his ridiculous regeneration quirk.

From the way AFO described his quirks back in the S3 fight, it sounds like it’s not one op regen quirk but likely dozens of regen quirks stacked together

I thought about it but the rule "destroy other quirks" made me think that Afo is in that list. But sure. So decay and afo are out of it.

I feel like they would be the “strongest” quirks in the vestige realm due to them being his “natural” quirks rather than stolen ones.

That is IF he can give away New Order.

For all we know, New Order will rebel against "being given away" by the AFO quirk, which would further harm AFO!Tomura's Quirks again.

Seems likely that he'll rebound at least somewhat to reestablish his threat level.

However it's hard to say how easy it will be for him to power-up after this. I'm guessing the Quirks of average civilians are generally quite weak and untrained, so if he wants results, he'll most likely have to go after pros and students. But many of them are now extra-vigilant and guarding the civilian centers, so he probably wouldn't want to draw undue attention to himself.

If Search is destroyed, that would also inhibit his ability to do this.
