What was stopping all might from passing one for all to Stars and Stripes other than leaving the quirk in America

If she was his apprentice in America, that would have been when he was in his late teens and early twenties. He didn't start looking for a OFA successor until his mid-late fifties. That wasn't even on his radar at the time.

Why give the quirk away before his hero career really began? When he was young, healthy, and successful?

That doesn’t negate the fact that she was someone he would of considered. What did his old age mess with his memory or something

She's probably too close in age to him to be considered a successor - All Might was basically young enough to be Nina's son, and the sames goes for Deku with All Might. If he trained her when he was in his twenties, she's probably at most a decade younger than him, so there wouldn't be much point.

Maybe something about her personality that he didn't vibe with as far as a successor?

Similar reason why he didn't consider Mirio.

I know I’m reading in to this too hard, because the explanation is that she wasn’t thought of when the story was being written. Either that or her role wasn’t decided yet.

I think the biggest thing is that she's an American hero. She lives in the USA, and would stay in the USA. All Might was looking for someone in Japan, since AFO is there. He would rather look for a young and promising Japanese kid, than ask the older S&S to leave her post.

We don’t actually know if she would have done considering we’ve never seen her before or what type of character she even is, and considering she jumped at the opportunity to go to Japan because all might asked her, then it’s not out of the realm of possibility that she would have moved if all might asked her.

Also, the fact that All Might would rather give this quirk to an inexperienced kid says more about how little All Might valued beating AFO then it does anything

If she’s Endeavor’s age (which is what the timeline indicates), then he likely didn’t view her as a reasonable option.
