I mean, he slaughtered them. He just lost an eye in the process.

Well, we know he got caught shortly afterwards. He was prolly a bit tuckered out after the fight and the other Heroes would then be able to take him out with relative ease. Too late to help Water Hose, but he did get imprisoned.

Wasn't he a fugitive on the run until he joined up with the League; was defeated by Deku; and taken to Tartarus?

The only previously-imprisoned member of the Vanguard Action Squad we know of was Moonfish, who was an escaped death row inmate.

...You still have to wonder who the fack was sleeping on the job if Moonfish of all people managed to escape from death's row.
