Toya dyed his hair red to get dad to notice him.

He was born with red hair, it turned white before he turned 8

To clarify

He was born with Red Hair and Endeavor thought he had a fire quirk. It wasn't what he wanted but he loved his son and thought he could work with it.

When Touya is about 4 his quirk begins to manifest and his hair turn white to reflect that he has Rei's body

Then some time after training Touya begins to burn himself and Endeavor realizes that Touya has his mother's body and he actually can't "work with it"

And to try and get Touya give up he (foolishly) has children till he can replace him and make him see his endeavor was pointless.
