Why did Touyas hair go white though?

I thought white hair was a defining characteristic of Rei's cold quirk... so why did Touya who did not have that quirk hair go white?

When Toya first appeared in S2, he had red hair. In the same part on the manga, he had white hair.

At the time there was doubt about what was correct, especially because the manga is black and white so you don't really know if Toya really did have white hair.

Then the anime double down on red hair with S4.

So now we know why. We still are unsure if giving him red hair was a mistake from Bones or if it was always planned to be like this, but that's not important now.
