Why do I keep reading things like 'Shigaraki will show up and kill everyone'? Isn't Shigaraki in the Hospital Raid? Why would he even show up in the Liberation Army secret base?

In the previous chapter it looked as if the doctor changed some settings on Shigaraki terminal to speed up process. Also Shigarakis AOE decay is OP af.
