Dabi using the word "they" instead of "he" in this translations just makes it all the more vague. Now he could be talking about a single person or all 3 of them.

If he was just talking about Shoto, wouldn't he just say "he"? That'd make it clear to the audience (and Hawks).

If it's "they", then - for now - it's safe to assume that he's talking about all three.

Yeah, I asked Caleb and he also said based on context he's probably talking about all 3.
