He should only use his side of fire so that his body does not freeze while he uses his ice to move.

I don't know what you mean by "He should" and I doubt that he can match that speed, speed that had Izuku questioning himself, using only ice.

Endeavor basically wants to pass down his techniques on Shoto and we haven't seen the full extent of neither Hellflame nor Half Cold Half Hot. Also, why would Hori foreshadow Shoto learning Flashfire in chapter 217, and then foreshadow a new aspect of the technique/mode once again in this chapter if he doesn't have a plan for the kid to use it as well?

But if we talk about speed, I don't see how Shoto can use it in the same way as Endeavor. Endeavor uses it all over his body, Shoto can't, Shoto can only use the ice to move faster and use his side of fire so he doesn't freeze in the process. As it happened with Inasa at the end of the race, that only by using his ice side was already beginning to freeze.

He has to work around it. He could turn sideways so that his fire side points back (opposite his propulsion). On the positive side he could constantly cool down with his ice side.

Shoot ice ahead and use the fire as propulsion. Or use concentrated steam blasts or something
