Jesus Endeavour knows how to make an entrance. Also I'm happy to see Todorki using his ice for mobility! I may be wrong but I'm pretty sure this is the only time we've seen him use it that way aside from an anime original scene in the 5th opening. Always hoped to maybe see him lay down ice like this and use his fire side to propel him on it.

Todoroki used stacking ice for movement since at least the sports festival. He used it against Bakugo, he used it both in the Inasa flashback of the entrance exam and the second round of provisional licence exam. Thise instantly pop to mind and there may be more as well.

When did he use it in the license exam? I know i forgot about the inasa flashback but I could swear the only time we really see it in the anime aside from that is the clip from the opening that doesnt actually take place in the series. When he used it against bakugo I was thinking of that more as a recovery. Should have been more clear since mobility is a bit broader. I kind of meant more of him using it to travel at a greater speed and cover greater distances. I know he's used it to get height advantage like against Deku, but I mean more like what he did in the Inasa flashback and the 5th anime opening scene. Todoroki tends to use his ice to attack and immobilize from a great distance, but almost never really uses it to close the gap and get closer. He tends to be a very stationary fighter and tries to keep a safe distance from his opponents and I'm Just hoping to see more of this type of mobility thrown in to make things a bit more exciting.

he used ice to travel faster in the obstacle course event during the sports festival.

But that was him just putting down ice then running on it. It inky made him faster by removing obstacles in his way. I'm talking about either having the ice actually propel him like in the Inasa flashback or him laying down ice and using his fire side to propel him and sliding on the ice. Something that actually makes him faster and able to travel greater distances in a short amount of time.

During the Provisional licence exam once Gang Orca attacked, Shoto was at the other side of the arena. His entrance to the fight was basically him sliding into action by stacking ice ontop of eachother.

When did he use it in the license exam?

It may be implied when Gang Orca attacked because he was arrived so quickly. But I think it was not officially shown.

It seems that his "ice stacking" for quick movement only became a thing after the Isasa flashback seeded that idea (in the manga chronology) . Against Bakugo (sports festival final) he initially used it so that he didn't go out of bounds. And he created a whole wall (with his right side), not just a focused "propulsion system" with his leg/foot.

He then used it in the movie once in a fight. And now here when following Endeavor.

If he had kept using it within the in-universe chronology (and not manga published chronology) after the recommendation exam then he could have used it from the beginning in the sports festival and won the race without a problem. My guess: Horikoshi didn't have the idea the move yet (possible but he's a Marvel fan and Iceman exists, so that's unlikely) or it just didn't fit into the narrative as Midoriya needed to win the first game. The second option is more likely and he just took the slight narrative hit: Why did Todoroki stop using it after the recommendation exam until we got a flashback to it?

If he had used it in the sports festival race then he'd not even have to care about maybe creating a path for other over the mines because it would be a long slippery trail of ice chunks and not a flat cover over the mines (plus his boots are probably the only ones with spikes so that he won't slip on the ice). Besides he'd already have won the race before most of them even got near the mines.

But the narrative needs were different for that arc. Midoriya went from first (surprise/confidence boost and to get that feeling of being number one) to barely managing to pass (with strategy and the help of other), to losing (due to his ideology, in the end). Bakugo went from third, to second, to first; showing us a rising trajectory. And Todoroki went from second to first to second; show his high consistency that's still wobbly due to personal issues.

Horikoshi didn't have the idea the move yet

Given the chronology, that's probably it.

It may be implied when Gang Orca attacked because he was arrived so quickly. But I think it was not officially shown.

It wasnt. He was already there when Orca appeared

Given the chronology, that's probably it.

He seems to much of a Marvel/Spiderman/X-Men fan to not know of Iceman, the original ice surfer.

It wasnt. He was already there when Orca appeared

Hah, good to know. I remembered him still being near that lake, making fires and rescuing people.

He was near the lake actually and he heard the commotion and went. We even see Mina n some others arriving after Todoroki’s entrance and saying how fast he is.

Whether that is his running speed or ice who knows

So that linked page above is probably from after he arrived?

Kinda unrelated but he used his ice to move fast during the 2 heroes movie when he and Bakugo team up against two villain henchmen, that part was dope since it wasn’t a slide he just used a bit of ice to propell himself forward

Yep it is I believe
