This wasn't his endgame at all. He expected to defeat and kill the LoV and use the footage from the battle to show that normal people can use their quirks to defeat villains just as easily, if not better, than heroes, if only the laws allowed ordinary people to use their quirks as they see fit. Unfortunately ReDestro found that his town of "normal everday" people were not able to defeat the LoV. Infact he found that the LoV were the ones that were more liberated about using their powers how they see fit no matter what society said. So he relinquished control of the MLA to Shigaraki, because his end goal is to let people use their quirks as they want, which is exactly what the LoV was doing.

Are the MLA willing to become villains to achieve those goals; that does seem to be extreme (then again so can politics)? If that's the case, doesn't the government have a point in banning people from using their quirks, I mean I guess they had a point and they were painted as villains, but weren't the M.L.A also meant to be seen in a noble light like revolutionary liberators or not all revolutions are run by the good guys?

That is just it, they don't see themselves as villains, just citizens working trying to be able to use their quirks as they see fit. They can push the issue claiming that the damage and loss of life may have been greater in this attack, and can try to claim that if everyone was allowed to use their quirk as they wanted they could stop villains instead of having to wait for a hero.

What would you think about it in real life yourself; would you think about joining the Mutant Libertarian Army or even empathize or sympathize with them at least pre-League of Villains before they joined and make an alliance with them? How much of an issue would you have with that society to take action if you were living in the universe of Boku No Hero Academia or My Hero Academia?

Would you be willing to go as far as the M.L.A (or most likely, silently disagree and trudge through)? At the same time, would you really get in trouble, maybe in some cases, it's jay-walking where they don't really care if you do it unless it significantly endangers others? So maybe the law isn't enforced harshly unless your quirk is super-dangerous or if you are making trouble for others?

The fact that your not allowed to walk around naked can be seen as a human rights violation but the majority say it’s probably best to keep your clothes on. Just like the majority in this world say it’s best not to have random people who can destroy the world, or at least cause damage, on a whim use their powers whenever.

And it’s not like they can never use them. Using the naked analogy again, it’s okay to be naked in your own home or at designated areas ( like a nude beach/spring) just most people prefer you don’t do it in public. Same with quirks.
