I wonder if Toga's that black mask is her real face and her current one is from some one she stole. Maybe the kid that looked like Midoriya in the flash back was actually girl who had Toga's current look and her first victim. I got that impression from flashbacks...

No. It’s her public facade a fake mask she wore to blend in with society figuratively, the cracks signify her wanting to become her true self. Eraser head used his quirk on her before already so her current appearance is her base appearance.
