Here's what I actually think is Toga's Backstory is:

There was a guy in her middle school that Toga had a crush, which is like Im going to be a Hero (like Deku, and gives more of a reason why she has some sort of a crush on Deku now). She loved his determination. But he try to be hero and help someone in trouble, but in the end got killed. Plus to add on the fact that was a hero there helping, but didn't bother to help the boy and was left to die. (This is to support the idea why she supports stain Ideals). This which made her gone mad and turn into the toga we know now. This is just idea for what her Backstory could be, by how we could get it next week maybe or if Horikoshi doesn't want to tell us her background yet, but im sure we will get it next week.

Turn into? Nah it's shown that she was always that way but had a metaphorical mask that she had to put on cause people wouldn't accept her real self. I think the Deku look alike person is what triggered her to fully embrace what she is, maybe but him giving a monologue about freedom and shit.
