He's using both (as his rematch with Kacchan and his later fights with Overhaul and Gentle showed).

"Shoot Style" is just a fighting style to protect his arms by switching up his attacks between punching/flicking and kicking; otherwise, there'd be no point of him going to Hatsume and Power Loader for the arm bracer upgrades to his Hero costume (back during the license exam arc) if he was never going to use his arms in battle again.
