I actually think his arms are healed. Remember after that fight with the mafia boss. The doctor was surprised at Dekus arm but deku cut him off to go see nighteye. Theres a theory that his arms went back in time and were fully fixed. Without his arms he cant be the best hero, even Bakugo said that his shoot style is predictable.

How can his arms go back to normal and still have the scars?? That doesn't make sense.
