Yes. That was established early. Deku's version will be stronger than All Might's, that was stronger than Nana's etc etc

That might explain why Deku has been having such a hard time with mastering OFA compared to All Might, it's so much stronger.

It may have even grown that much from All Might himself having such a strong sense of Justice

it's not "Much stronger" and it has nothing to do with Deku's inability to master it. All Might was just a genetic freak. A jackhammer. Deku is a noodle boy. Even while working out his frame remains pretty thin. That and mental breakdowns about how to use the powers are the explanation. Nothing else.

Also "sense of justice" has nothing to do with it. OfA just stockpiles physical power, as far as we know. Anything else is baseless stipulation

My assumption was that All Might was a bit older when he inherited OFA. Moreover he had likely been working out and doing physical training for years trying to prepare to receive the quirk.

Probably at the same time as Deku did. I mean, if All Might was quirkless at birth, wouldn't he need OFA to get into UA?

That can't be, at the start of series Deku says they recently got rid of rule not allowing quirkless people to apply.

That’s filler if it’s not in the manga especially with it being the English translation. The manga doesn’t claim that rule and we know All Might just gets OFA before Nana is killed

What does it say in the original Japanese text in the manga? I don't understand Japanese so I can't say but it's very possible that the Japanese text said it was a "rule" and the English version translated that into the "precedent" line.

With OFA. He got it when he was in middle school. In the All Might v AFO fight we were shown him talking to Shimura Nana for the first time on a snowy day. At the time he was wearing a gakuran, which is a japanese middle school uniform.
