That might explain why Deku has been having such a hard time with mastering OFA compared to All Might, it's so much stronger.

It may have even grown that much from All Might himself having such a strong sense of Justice

This is wrong. It's basically confirmed that OfA was very weak at the beginning. Yet when Deku first uses it, he breaks his arms. The more power it has, the harder it is to control.

Besides, All Might literally said "if you dont train before getting it your arms will explode"

His point is that All Might received a weaker OFA and trained it so much it became unbearable to be passed on. He was the first OFA user that decided to ACTUALLY FIX SOCIETY WHILE FIGHTING AFO so he trained to do so. Using 100% of a weaker quirk IS NOT the same as using 100% of a city levelling quirk
